10k Gold Plated Bulova "Heather" Ladies Art Deco Wrist Watch with Ruby/Diamond

I believe this is a Bulova 1949 Heather ladies watch. See photos for condition and markings. The glass is cracked, and it does not appear to work. This was my mother in laws watch and she was the original owner. I unfortunately do not have paperwork on it, though the original advertisement (searched online) says "17 jewel."
