1920/1930 step in chemise

Smallest measurement laying flat across is 18.5 inches and is lace line at the top. The rest of the piece lays 21 inches flat until the slits at the thighs. The straps lay flat at 7.75. I’m a petite person, 5 ft tall and 100 lbs didn’t know the measurements when I purchased. Definitely meant for a larger size. Looks all original to me and I don’t have the heart to alter it. I can’t find any holes either, looks like it hasn’t been worn.
