black outer layer of skirt is a see through nylon mix, inner layer is a silky polyester. the skirt swishes beautifully when you walk. hook and eye closure waist measures approx 13 inches lying flat. I have a 26.5 inch waist and this is very comfortable to wear to me. approx 26 inches long well worn but no major flaws. very good used condition
