@tet80ray laying flat the pants waist is 16 1/4. The picture of the back of the pants you can see there is a small section of elastic.

@tet80ray it’s possible depending on the body style of the adult. The hip area flat measurement is 22”. That’s measuring from the front about 2” from the bottom of the hip pockets. I hope this helps

@tet80ray there is no drawstring or anything like that in the pants. There is in the jacket waist. No stains or any wear spots.
