2T handmade smocked girls sundress

This sweet little dress with its matching bloomers is one of the most well-made hand-made dresses I've ever seen. It's cotton so would be so comfortable in the heat and so fashionable for a little girl. I tried to determine the size as closely as possible. The measurements are Shoulder-9" across; Chest- 11"; Neckline to hem, front- 16"; back- 17"
