@countrydancer96 hi! it's made of a CVC material which is like a cotton/polyester blend and has a wide elastic waistband. I laid the skirt flat and measured across the waist from hip to hip and it measured 18.5" -- if you want to know if this would be a good fit I'd take one of your favorite skirts and lay it flat and measure across the waistband from hip to hip (side seam to side seam) and see if the measurements match or are at least close 😊
