lifeindresses @mckenziejca there is stretch to this as it is a nylon mesh type of fabric. It's also a wrap at the top part so you can adjust the sizing on it.

lifeindresses @ninijo it depends on the body type. for me it would be a top because I have big hips. I've seen this same top on thin girls and they could get away with it as a dress. the black part is attached.
