feminineedge Yeah discount shipping is offered on items reduced @least by 10% of the lowest listed price in the history of that specific listing and does not qualify on items below $10. So if you had an item for $20 and changed it to $30 and some ask to reduce to $20. Since the lowest price it was ever listed for was $20, it will not qualify unless you reduce even more to at least 10% of $20 or make a new listing @ a higher price if that makes sense. Offer accepted through "offer" option will not qualify for reduced shipping😉

feminineedge Yeah, when you buy as often as me, shipping adds up quickly, so try to save if I have the opportunity. If it's too much of a hassle for a seller, I just make a decision whether or not I really want the item.
