stylecollection @kathydufek Hello- Yes, the top, tube part is a stretchy elastic. The bottom feels like chiffon. It isn't really stretchy, but flows from the waistline. Hope this helps!

stylecollection @michellegwilly Hi, because of the stretch, these can probably be purchased more true-to-size. I've added more detail/clarification to the flat measurements and then with stretch so you can compare to your waist and bust measurements! Hope this helps!
