erinhuffman73 @pmughannam that would be the waste. If you look at the picture of the pants, that is the very top area of the pants, where the elastic is.🌸 Elastic does stretch to quite a bit larger but it also depends on how big around your thighs are and other measurements. If you are a size 14 or more I would not recommend this size. A size 12 may be snug.
