Hi, you stated this has an elastic waist. Is there a belt? My bust is 39” what size would I need? I am in a wheelchair but like to wear a dress to church. Is there any room to come down a little more. I live on disability and monthly isn’t much. One last thing, when could this be mailed out? Thank you.
