@treasures2luv It’s a pretty stretchy knit so it’s 24in when it’s shrunk all the way and can easily stretch to 30in or even a little more. Hope that helps!

@michellexiexie Do you mean flat waist and not pulled? In other words, the knit would stretch, not just the belt or a cross-over effect? These things are so tricky when we can’t touch the garment and do not fit into one size…thx

@treasures2luv Yes, the knit itself stretches! It’s a pretty thick knit so the belt is more decoration. I measured the dress itself flat and stretched out.
