Just wanted to confirm that the bust size is 28 inches in circumference or 14 inches in diameter. If so, does this top run small? I usually see sz 40 with a 17 inch or 18 inch pit to pit. Please let me know. If pit to pit is 17 inches or more, then I am definitely interested! Thank you! 😊
