Hi! I’m 102 lbs and size 0/2. This dress was big. There is a lot of stretch in the fabric. Measurements:
Pit to pit: 14.5 inch laid flat
Length: 31.5 inch from shoulder to hem
Hip: 16 inch flat
I think this would fit a size 4 perfectly.
