@bleubird696 according to the official website,the waist should be 23 1/4, but when I measure, the waist is 28 and inseam is 29 when it is not folded. I think the difference is because the style. it is a boyfriend jean and you wear on your lower waist. also, the material is strechy. hope this helps :)
