80s does 40s vintage folk dress, blue and green dirndle dress

Amazing find! This dress has all the funky colors and fabrics of the 80s but appears to be a handmade dress using a 1940s pattern. It has a side zipper opening. This dress had an extremely beautiful neckline with the unique scalloped design. It also features puffed sleeves with matching blue velvet ribbons at the ends. This dress appears to be made of velvet and what feels like a stiff taffeta-like material. It is in almost perfect condition with just one small spot along the waistline that has frayed (not structural) and a stain on the inner lining. This dress has only been lightly cleaned and this stain may come out upon cleaning. This dress comes with a matching belt with a rose. The belt is in good condition and features three hook and eyes as well as Velcro to fasten. One of the hook and eyes is a bit loose, but needs just a few securing stitches to be good to go. Measurements are taken flat and in inches. shoulder: 16' waist: 14' bust: 18' sleeve: 17' bodice (waist to bottom of neckline):11.5 skirt: 18' Hip: 20'. This is because of the inner lining. Someone with larger hips could easily adjust the inner lining to allow the dress to fit up to 22' across without changing the look of the dress.
