80’s does 60’s Navy and White Mini Dress

This dress is a spice girl lover’s dream and I’m so bummed it’s just a little too big for me. Fabric is polyester. There is one small mark as pictured that I have not tried removing. The tag does not list a size, but I would saw it’s it’s a small or size 1-4 based on the way it fits me. Waist measures 12” across.
