80s/90s Vintage Black Velvet dress with lace size small/medium NO TAG handmade

A vintage, handmade dress in excellent condition! Excellent tailoring. I could not find any tags nor a place where one might have been. Black velvet with black and metallic silver lace bottom. Lined in polyester. Solid back zipper with snap button closure. All measurements taken with it inside out since there is no stretch. Length 40” Armpit to armpit 17” Waist 15” Sleeve length from shoulder pad edge to end 18.5”
