Its a body con dress, without putting it on the waist is 14, 28 while on, hip can go anywhere from 34/35 and up because of the stretch

its bodycon so there is a lot of stretch. I am a true size 6, and it curved my body. I have a small waist and big bottom. (34 chest, 27/28 waist depending on the day, and 38/40 hips) it may fit if your comfortable with bodycon. hopefully that helps.
