I think this was originally called the “menswear skort” and now it is called or very similar to the “Scarlett mini skort.” Size XL. There is an elastic band on the waist that gives some stretch. Zipper works and there is a clasp above. Only worn a couple times! Super cute just doesn’t fit me anymore ):
