New, without tags. I bought them, cut the tags and put them in the laundry. Never wore because they were a bit too roomy in the waistband for me as a size 8 and 5’9”. This Large is probably the ideal fit for a size 10, 12 or 14. No waistband compression here- you will want to wear them all day. Good thickness- not a cheap or flimsy fabric.
