Adorable printed around the neck summer top

Brand new never been worn. Size is large but it fits like a medium. Green and blue circle design. Bought from a small boutique for $36. Ruffles around the neck. A tie belt. Only problem is the loop that the tie belt goes through is torn but still usable.
