Super soft and flowing fabric. Posting for my sis who said she wore this a few times. It says size is U.K. 14 or Eur 40. Fully lined and flows beautifully. Small loop that goes around the side button is pulled off as in photos. Easily repaired for sure.

what is the waist measurement and is there any stretch in it and also what is the overall length

@starraether Hi, The wast is about 15" across with the skirt lying flat and it is about 33" long. It is very flowy and soft but is not stretchy. Thanks for looking! : )
