Amazing mid 1960's vintage dress with velvet top

This dress is one of my favorites! It has lots of drama! The top part of the dress is made from velvet, and the skirt is made from a thicker cotton, almost canvas-like. The sleeves are a victorian style puff sleeve and have a ruffle on the cuff. Dress length- 53", Bust- 34", Waist- 26", Sleeves- 23.5". This is an old dress and the velvet top has a few brown spots that I didn't feel comfortable cleaning and may need to be removed by a professional. (last two photos). Such a beauty!
