Black dress by American Eagle. Size 4 with built in padding and layers of soft chiffon like ruffles on the skirt. Ruffles around top of fitted bust. Adjustable straps. The back has elastic so it can give. There is a small bit of damage on the bottom front of the skirt. You may be able to sew it up and make it unnoticeable. Price reflects this.
