Absolutely! Laying flat from seam to seam directly under arm pits is 16.5”. The measurement of the empire waist laying flat is 14.5”. As you can see from pics, the bust tapers down to the waist. The length from the empire waist to the under the arm pit seam is 6.5”. the straps are adjustable so you can raise and lower them. The length of dress from empire waist to bottom of dress is 26 3/4”.
