@happyskippy hi! Thanks for your patience. Yes, there is a little stretch! The fabric of shell is stretchy, the lining is not. The straps of the lining are adjustable to accommodate bust. Here are the flat measurements:
Bust 18.5-21”
Top of waist 15-16.5”
Bottom of waist 15-15.5”
