How wide is the hip area? Does it flare out at all?

@lizhall33 hi! A measuring tape along the first set of horizontal lines (the “true waist” i suppose?) is 23”, and about 2 inches below that goes to about 25”. It kind of flairs, especially with the tiers. It’s *not* a paper bag sheath; the tiers give it definition. I also made my very tall husband hold it up and took another pic of it, and when held up it hangs differently than on the hanger. More accurate in that last pic!
