Hi! Is this truly an off the shoulder dress or can it be adjusted?

@amaske84 its a pretty wide neck opening and the rouchibg around waist is adjusted so the fabric looks like an off the shoulder. Technically you can wear it in the middle but its a really wide neck opening. It was designed and cut as auch.
