I just want to make sure this is water proof and not just water resistant. I have bought two rain jackets that look water proof from athletic stores in the past and as soon as its actually raining hard, I come back inside completely drenched. I'm looking for something to actually keep me dry as I'm going to Ireland & Scotland in the fall.
