The dress is not new, I wore it twice and I really, really love it!!!!....but to answer your second question, it is a true size 2, it fits like a glove (specially at the waist) all the bodice down to the drop waist. I used to wear size 2 in BCBG but after my baby I couldn’t fit in this dress anymore. It is in a really good condition. Let me know if you would like more pictures from any other areas of the dress.
