shopdariann @tommymarie - Hi! They are ribbed and have stretch to them. The large is: 28"L, 14"W across chest not stretched to its max just laying flat. I have to recheck the small measurements above because 21"W has to incorrect! To answer your question, I am a 34c & wear a small. I am a size 2 & wear a 26w jeans. So it depends on what size you typically wear
