hisunbeam @moogie1979, I took that measurement from the website. I just checked for you and I'm guessing they must have included the hem because I measured 20" with a 1" hem. Hopefully that's not too short for you. I actually have this skirt in a smaller size and wear it to work comfortably. It's a pretty conservative environment and it hasn't raised any eyebrows. 😊
