BUNDLED long suspender skirt - Vintage

This is...honestly I don't know what this is. It's from my moms closet, she was a hippie and when I asked what it was she have me a disgusted look. It in ankle length and buttons all the way down, and has HUGE pockets, it's a size 9 and the waist is 32" with roughly a 37" hip. It's by a company called dr. Things. It has no rips or stains, and is ready to go.
