Beautiful Indian white dress

Long maxi A line dress with colorful thread work on the chest and bottom. It has beautiful lace work for the hands and shoulders. I’ve never worn it because it didn’t fit near the chest. I’m 5’2 and this is a bit long, might need to wear 2-3 inch heels. There’s a blue discoloration on the back which is barely visible (look at the pics). There’s a rip near the neck which again isn’t very visible from afar. I’m open to offers but No low ball offers because the thread work on this was quite expensive.
