Beautiful plus size dress with solid top and striped skirt!

Casual, chic plus size dress. Solid black top with elbow length sleeves, tie at waist and blue striped bottom. Tag does not state size. Material is stretchy and would fit between an 18-22, depending on body shape. I’m a size 20 and it fit fine except the skirt was much too long and pooled on the ground. I’m 5’2”; would recommend for someone 5’5” or taller. Even with heels the dress was too long for this short girl! It’s a shame because AYSE it’s a beautiful dress!
