Betsey Johnson Case/organizer?

I'm actually not 100% sure what this is. It appears to be some sort of ipad/tablet case or organizer? Could probably hold a book as well. It is very cute and on a removable wristlet. Polka dot (black/white) with pink bow. Good condition. Some very minor discoloration and one very tiny (pen size hole).
