Do you know the measurements of the waist?

@noahrory the waistband diameter is approx. 15in across when measured laying flat down. My waist is around 32in, and the skirt technically "fits" my waist, but I cannot comfortably expand my ribs to breathe. So I'd recommend it to someone with maybe a 26-28in waist, as there is no elastic at the waistband to let it stretch during rib expansion.
