I have noticed that CWC tends to run a bit big, and is forgiving in sizing... am I accurate in that? Are the bottoms stretchy at the waist?

This waist is actually is excellent condition and measures 12 1/2" but stretches to 19"
28" inseam
underarm to underarm is 20"
shoulder to bottom of top is 24"
