Black and White pencil skirt

Ok- I have NO IDEA what brand, size, anything this skirt is. I purchased from an up-scale consignment shop a few years ago for $20 and have never worn it. It's in perfect condition and expertly made. Sorta a grab bag if you will as to who the designer could be. I put the tape measure on the Picts so you could see waist hip and length
