Black and blue body con dress

New with tags , never worn. This dress is very body flattering and is made of really nice heavier weight stretch material. I am petite, so I had it professionally hemmed, but just never ended up wearing it. Measures 31 inches from top to bottom. Purchased at Windsor Fashion, but tag says Xtaren
