Black cotton sleeveless dress

Fully lined cotton dress made in India. It has 3 layers/tiers of wide ruffles with cut out flowers pattern. Bottom ruffle has 97 in length. Smocked waist has stretch from 12 in to 18 in (when it lies flat ). V- neck and small buttons on the front.
