Black pleather ruffle mini skirt nwot

This black skirt with faux leather look ( pleather) Is very flirty and light with cute bottom ruffle. There is no material and size labels inside. I never worn this, has been hanging from the waist as pictured which usually leaves the dent on waist from it. I'm a size small to medium which is what this should be. Hand measured flat : Waist :13.5" inches waist has spandex band that can expand about 3-4"inches Top to bottom :15" inches
