Black velvet vintage hand made dress. Size 4/6

A beautuful home made vintage black velvet mini dress, zipper in back, darts at breasts, lace bell cuffs at wrists and a high neck lace collar. I'm guessing a U.S. Size 4-6 but see measurements. There is a 4" hem so could easily be lengthened. Laid flat chest =16", length =32", sleeves =17" from pit & 23" from shoulder, waist =16", hips =18". Beautiful black velvet fabric in great vintage condition. Perfect for a holiday party.
