Blue Charlotte Russe Dress

A short, blue, above-the-knee dress that has an open back with a blue bow. It has a white floral pattern all over the dress. The bottom part of the dress is loose & flowy if that makes sense. It flows with the breeze on a windy day which was my favorite thing about it. The material is stretchy & a bit transparent.
