Blue Flowery Cut Out Summer Dress

This is a never-worn light blue summer mini dress that has roses and flowers on it. I took off the tags thinking I was going to wear it but I never did sadly. The back has a triangle cutout ( better description in photos) and ruffle straps. In a size XS and is from forever 21, but it looks like a free people or urban outfitters dress.
