Blue Island Smocked Bell Sleeve Beach Dress NWOT

Beautiful blue mixed pattern, this dress is smocked with a tiered bottom and little bell sleeves. The tag size is XS. I think it would fit a Small too though. Open collar with two tasseled strings to tie. 100% Rayon, new and never worn before, only tried on.
