Blue Velvet Off the Shoulder Formal Dress

Forever 21 blue velvet formal dress! It’s off the shoulder and super flattering! Tight fit as seen in the first photo. I only wore this twice and one was to a winter date party which worked out super well. It is a size medium on the tag but it definitely fits more like a size small!
