Blue Velvet Off the Shoulder Top

Only worn once! This top is by Xhiliration (a Target brand). I bought it in a medium thinking it'd run small because it's supposed to be a juniors clothing line, but it's way too wide for my shoulders, so I'm selling. For reference, I'm a small/4 in most tops (34B), and the elastic on this top isn't tight enough to hold it up across my shoulders. No trades please.
