Blue and black cocktail dress

This beautiful blue gown features a black sequin bust with sewn-in cups. The halter exposes your shoulders, and the side ruching is extremely flattering! For reference, I am 5'5", and the dress comes to the bottom of my knee. This dress has only been worn once with no signs of wear, and the size 4 fits more like a 2. Make me an offer :)
